Frequently Asked Questions (FAQ) - U.S. CPSC Compliance Requirements

As of July 8, 2026, the U.S. Consumer Product Safety Commission (CPSC) requires additional compliance information for certain consumer products imported into the United States. 

These requirements may apply to products such as apparel, footwear, toys, bicycles, bicycle helmets, strollers, children's furniture, and other consumer products regulated by the CPSC. 

The list of products potentially impacted is based on specific Harmonized Tariff Schedule (HTS) codes identified by the CPSC. Please note that the list is non-exhaustive and inclusion of an HTS code does not automatically mean that a GCC or CPC is required.

General Certificate of Conformity (GCC) is a document certifying that a product complies with applicable U.S. safety requirements for non-children's products. 

Children's Product Certificate (CPC) is a document certifying that a children's product complies with applicable U.S. safety regulations. 

The GCC or CPC must be issued by the manufacturer or importer based on product compliance testing. For children's products, testing must generally be performed by a CPSC-accepted laboratory.

Please: 

  1. Include a paper copy with your shipment. 
  2. Send a digital copy by email to US.CPSC.certificate@Bpost.be and include the shipment barcode number. 

If your product is not subject to CPSC certification requirements, no certificate may be required. It remains the shipper's responsibility to determine whether certification applies.

No. Bpost cannot determine whether a GCC or CPC is required for your products. This remains the responsibility of the shipper and/or the U.S. Importer of Record.

Missing, incomplete, or inaccurate information may result in shipment delays, additional inspections, customs clearance issues, or other actions by U.S. authorities.

Yes. If your shipment is flagged for CPSC review based on its HTS classification, but your product is not subject to the applicable CPSC certification requirements, you may submit a Disclaimer A or Disclaimer B instead of a GCC or CPC. 

As with certificates, please: 

  1. Include a paper copy of the disclaimer with the shipment. 
  2. Send a digital copy by email to US.CPSC.certificate@Bpost.be, clearly indicating the shipment barcode number. 

Disclaimer A is generally used when the product falls outside the scope of the applicable CPSC regulation. 

Disclaimer B is generally used when the product is exempt from testing or certification requirements under a specific regulatory provision. 

The shipper and/or U.S. Importer of Record remains solely responsible for determining whether a disclaimer is applicable and for providing any supporting information required by the CPSC. 

At this stage, Bpost does not provide a dedicated field within its customer shipping tools or electronic interfaces for the transmission of GCC, CPC, or disclaimer data required under the new CPSC regulation. 

Until further notice, customers should follow the process communicated by Bpost: 

  1. Include a paper copy of the GCC, CPC, or applicable disclaimer with the shipment. 
  2. Send a digital copy by email to US.CPSC.certificate@Bpost.be, clearly mentioning the shipment barcode number. 

Should Bpost introduce a dedicated electronic solution in the future, you will be informed accordingly.
